2006 ஆம் ஆண்டு மனுதாரரிடமிருந்து கையகப்படுத்தப்பட்ட ஒவ்வொரு சென்ட் (435.6 சதுர அடி) நிலத்திற்கும் ₹50,000 உயர்த்தப்பட்ட இழப்பீடு வழங்க நடவடிக்கை எடுக்கப்பட்டுள்ளதாக அதிகாரியின் சமர்ப்பிப்பைப் பதிவு செய்த பின்னர், நடிகர் ரஜினிகாந்தின் மனைவி லதா ரஜினிகாந்த் காஞ்சிபுரம் ஆட்சியர் கலைசெல்வி மோகனுக்கு எதிராக தாக்கல் செய்த நீதிமன்ற அவமதிப்பு மனுவை சென்னை உயர் நீதிமன்றம் முடித்து வைத்தது.

The Madras High Court has closed a contempt of court petition filed by actor Rajinikanth’s wife Latha Rajinikanth against Kancheepuram Collector Kalaiselvi Mohan after recording the officer’s submission that proceedings have been issued to pay the petitioner an enhanced compensation of ₹50,000 for every cent (435.6 square feet) of land acquired from her in 2006.

Justice N. Anand Venkatesh closed the contempt plea after recording the proceedings issued by the Collector on September 27, 2025 but directed the High Court Registry to list the matter again on Monday (November 10) to find out whether the money had reached the hands of the petitioner. The contempt petition was moved for alleged disobedience of an order passed by the judge on February 18.

A Special Tahsildar (Land Acquisition), Chennai City Waterways Scheme, had acquired a total extent of 11.53.5 hectares of lands at Tirumudivakkam village in Sriperumbudur Taluk for the purpose of improving the Chembarambakkam surplus water course and widening the channels. At the time of acquisition in 2006, the Tahsildar fixed the market value of the lands to be ₹1,500 for every cent.

Most of the landowners accepted the compensation under protest and insisted on a reference to be made to a competent civil court, under Section 18 of the Land Acquisition Act of 1894, for determining the correct market value. Accordingly, the matter was referred to the Kancheepuram Sub Court which enhanced the compensation from ₹1,500 per cent to ₹29,430 for every cent on February 23, 2011.

Subsequently, the Tahsildar preferred an appeal before the High Court challenging the ehancement and the landowners too preferred individual appeals demanding further enhancement. A Division Bench of Justices R. Subbiah (since retired) and M.S. Ramesh dismissed the Tahsildar’s appeal and allowed the landowners’ appeals by enhancing the compensation to ₹39,240 per cent.

The Division Bench’s order was passed on November 17, 2017 and it was taken on further appeal to the Supreme Court by the landowners. A two-judge Bench of Justices Arun Mishra and Vineet Saran (both retired) of the top court allowed the appeals partly on September 12, 2018 and order payment of final compensation at the rate of ₹50,000 per cent to all the appellants.

Though Ms. Rajinikanth was not a party to the litigation process between 2006 and 2018, she made a representation to the Collector, in the latter’s capacity as Land Acquisition Officer, on October 4, 2024 seeking enhanced compensation of ₹50,000 per cent for her lands too as it had been ordered by the Supreme Court in a batch of cases filed by the adjacent landowners.

When the representation was not considered, she filed a writ petition in the High Court. Justice Venkatesh disposed of the petition on February 18 with an observation that the enhancement must be extended even to landowners who had not approached the court since the 1894 Act was a beneficial legislation. He directed the Collector to dispose of the petitioner’s representation within three months.

Subsequently, Ms. Rajinikanth had moved the present contempt of court petition in July this year accusing the Collector of not having complied with the court’s order.
