A million foreign students in Indian universities by 2040.
NITI Aayog is pitching a $10 bn fund to fix the hard gaps: research financing, global faculty pull, flagship scholarships, and campus credibility. Today, international students are just 0.1% of India’s higher-ed enrolment (a rounding error for a country that sends the most students abroad.) If done right, this is soft power, export earnings, and academic depth rolled into one.
